IE9 Is So Buggy
You disabled "Windows Smartscreen". By this point, most geeks had already moved on to Firefox, and then some of us to Google Chrome. Also Firefox still uses only bicubic image scaling, which is just not enough (blurry), if your screen resolution mandates viewing webpages at anything other than 100% zoom.
