I hope this helps others. I agree with Elijah, above. The computer has W7 pro on it and was last updated June of 2016, according to the updates. But this illustrates an important issue with Windows Update - don't trust it. It's a nice way to have my machine and I start the new year. Recommended updates also made news recently when Microsoft abused them to nag and/or install Windows 10 on machines running Windows 7 and 8.1. After a lot of different approaches I found your solution.
